Workaround
If the Language Cloud project or your package contains a termbase that has any of the languages Serbian (Latin), Croatian (Croatia), Hebrew (Israel), Norwegian, Bokmål (Norway), Tagalog - then this is an issue caused by the defect.
The situation is reported to Development and a fix will be implemented in a future release for these products.
In the meantime, you can work on the .sdlxliff files in the package. Right-click the .sdlppx and extract its contents with any Zip archiving software (.sdlppx is actually a zip archive), open the .sdlxliff files in Trados Studio just like you would any other sdlxliff. The translation engine or the cloud termbase can be used if they are added from Project Settings.
