WorldServer - error during "Check in" step - No such file or directory

Symptoms/Context
We are getting an error message at the step Check in. The error is (example):

Asset check in has failed:

/ÄÜlles/Projects/11532_Test/German (Germany)/filename: No such file or directory

 
Resolution
Resolution to root cause # 1: The issue is fixed permanently starting from WorldServer 11.3.3. Workarounds for earlier versions can be found in this article:

WorldServer - Source or target file exist but WorldServer fails to locate it - The asset doesn't exist or has been deleted 

Resolution to root cause # 2: Rename the source file to a shorter name and add it to the project or create a new project with it. The max path length should not exceed 260 characters with spaces. Add the renamed file to the project or create a new project with it. The Check In Automatic Action will copy the file to the directory without issues.


 
Root Cause
There are 2 possible causes:

Root cause # 1- the underlying issue is a special character in the project path or file name indicated in the error. Example:

/Übersetzung/Projects/11532_Test/German (Germany)/filename: No such file or directory

This issue is related to several defects created around different manifestation of the issue:

CRQ-8029
CRQ-9193
CRQ-6796
CRQ-11291
CRQ-7063
SRQ-9609

Root cause #2- The Check In Automatic action copies the source or target file (depending on how the AA is configured) to a specific  folder on the server. If the project or file name is long, the max length of the folder path - which is determined by the Windows Operating System - might be exceeded and therefore the file cannot be copied to that directory. This is an example of such a directory:
