If there is more than one target language in a project, the delivery notification email to the customer is sent only for the first completed language and not for the second, third etc.

Answer

This behaviour is governed by the following setting:
Settings > System Parameters > PCF > Send notification and make attached documents available in PCF for each workflow task marked as Sent

Enabling this setting ensures that a delivery notification email is sent for every file that is sent to the customer rather than just the first.
