The installation process of SDL Multiterm 2015, SDL Multiterm 2017, SDL Multiterm 2019 suddenly stops throwing the error:  

Setup did not complete. The error is: Package 'SDL MultiTerm Local Termbase Updater' could not be installed.

Turn off your Antivirus software and perform again the installation of the  Multiterm product with Administrative rights. 
After the installation is completed you can turn on again your Antivirus software.

If the issue persists,  your Windows profile might be corrupted, therefore:

Resolution 1: Create and use a new Windows user profile Resolution 2: Repair or reinstall the operating system

Antivirus software on the computer blocking the installation.
