Unfortunately, in the scoping report in the Modern User Interface, it is not possible to make changes like manual adjustments or add text to the Vendors or Customers Notes field.
This capability is currently only possible from the Legacy User Interface. Here you can make adjustments and enter a Vendor or a Customer note, as displayed in this example:
