Tridion Sites retrieval behavior difference using Tridion Content Retrieval for Preview/Review steps in TMS

You can configure SDL Tridion Sites to do an intermediate retrieval of items from SDL TMS. It requires steps be named a certain way as per the documentation. The SDL Tridion Sites 9.1 example is below and is the same in previous versions:
The retrieval behavior seems to be different when the name of the step in SDL TMS is different. So if you name the step Tridion Content Retrieval for Preview, only the target file is retrieved from the SDL TMS. But if you name the step Tridion Content Retrieval for Review, it retrieves both the target file and the bilingual file (sdlxliff). Why is that?
This happens due to the ability in SDL Tridion Sites to use Translation Review and update the translation in SDL TMS. Thus the bilingual SDLXLIFF is needed in this case and retrieved. When using Preview, this ability is not possible.
