SDL TMS - Vendors cannot download some archived jobs

Symptoms/Context
There are reports that Vendors in SDL TMS can only download certain Jobs once archived, while others do not provide the download icon to access the data within.  Here is an example customer comment:

Hi, Vendors/translation pjm teams should be able to download the content of archived jobs. Some of the jobs does not provide the option to do so. While they can download some jobs such as #3047, they cannot download the others, e.g. #4031. Can you please check and let me know? Best regards
Resolution

By design, Vendors can only view and download the data of SDL TMS jobs that were assigned only to that Vendor.  If the job was Multi-Vendor - different languages being assigned to different Vendors, then the download option will only be available to Administrators.

Archived Jobs in SDL TMS contain ALL data for the job, meaning if a Vendor could access the data, they could also access sensitive data related to other Vendors.  Hence this is a designed restriction.
