The Tridion Sites MMC is available so it can be used to configure Publisher debugging as outlined in KB article below.

TcmPublisher.exe.config in the
%TRIDION_HOME%/bin folder of the CM or outscaled Publisher server and edit so this line is uncommented.

Then restart the Publisher service. A
TcmPublisher.log file will be written to the
%TRIDION_HOME%/log directory.
