WorldServer - After changing Studio Penalties settings in tm.properties, WSXZ packages still contain default settings causing discrepancies between WorldServer and Studio

Symptoms/Context
In tm.properties, there are default Studio TM penalties as follows:
 
#studio_missing_formatting_penalty=0.01
#studio_different_formatting_penalty=0.01
#studio_auto_localization_penalty=0.00


If you change one of these properties, the behavior will change accordingly in WorldServer. For instance, if you set studio_different_formatting_penalty to 0 instead of 0.01, you might get 100% match instead of 99% fuzzy match.

However, if you then export a project to a WSXZ package, after opening it in SDL Trados Studio, the applied Studio TM settings are the default one. This means that in Studio the TM penalty is applied, unless it is manually unchecked from the Projects Settings.

As a result, you might see a 100% match segment with a corresponding TM entry that displays as 99%. Example:

Resolution
This defect has been fixed in version 11.4.3.166 and 11.6.0 and later versions.

When working in versions where the defect is not fixed, the workaround is to adapt the penalties in the Studio project's settings to match the ones in SDL WorldServer:
