Web 8.5 stuck waiting for deployment

When publishing content it gets stuck in the "waiting for deployment" state until the deployer is restarted.

Solution: Apply Hotfix CD_8.5.0.3742

After applying the Hotfix if the issue persists perform the below steps:

1. Add:
   <Property Name="validationQuery" Value="select 1 from dual"/> 
   to the state element of your deployer_conf. 
2. Add
   "-Doracle.jdbc.ReadTimeout=60000" 
   to installService.ps1, start.ps1, start.sh.
