A human step is assigned to Administrator users. In the Task History, this entry is found before the assignment:
Unable to find users that match both the target locale of the task and the workgroup of the project type. To avoid the situation of not having any users assigned to the current task, the task is assigned by default to all the administrators, regardless of their workgroups or locales.
The message in the Task History means exactly what it says. The user assigned to the human step following the entry in the Task History does not belong to the Workgroup under which the project was created or does not have the project's locale in her user settings. Both are needed in order to be a valid assignee.
To prevent this issue to happen, verify the user's setting and make sure that the relevant Workgroup and locale are activated in the user settings.
