In Web 8.5, how to configure Target Language for Pages and DCPs?

The documentation below describes that by configuring those properties, Pages and Dynamic Component Presentations can be transformed into different programming languages.

The requirement is to publish where jsp tags are used on pages and REL tags are used in the database.
However, If adding <Property Name="tcdl.target.language" Value="jsp" /> customer get jsp tags in the pages but it also switches the dynamic component presentations which they set to REL in the template config in the CMS to jsp style tags. When the dynamic component presentations are rendered on the page the links in them cannot be resolved. So, looks like that the resolution described in the above documentation does not work.
